Construction waste dumped on empty plot for months — no one clearing it

A large amount of construction waste including broken cement, bricks, and debris has been dumped on an empty plot in our residential area. It has been sitting there for months, attracting rodents and creating a health hazard. Children play near this area. Nobody has taken responsibility for clearing it despite multiple complaints.
